Hi, I had a look on Google Street View and they are 100% certainly not BISF houses. A BISF house is always double-storey with a pitched roof, and apart from any later modifications always looks pretty much the same (window sizes, positions, roof pitch etc). As those houses are a mixture of two and three storey and all have flat roofs they can definitely be ruled out as as BISF. To me they also look at least twenty years newer than a BISF house (late 1960s-1970s rather than late 1940s). Perhaps some other steel-framed house, if there is some particular reason to think they are steel-framed?

Just had a look and there are some BISF houses nearby in Southend at Royston Avenue and Waltham Crescent to compare with.
